Code Name: Breaker (Disavowed)
File Name: Kibbey, Alvin R.
Primary Military Specialty: Infantry
Secondary Military Specialty: Computer Technology
Birthplace: Spencer, Gatlinburg, Tennessee
Rank: E-4

Subject accepted early retirement with the dissolution of the GI Joe Unit. Considered a low-risk member of the team, standard surveillance was assigned to him as, with a somewhat outdated computer technology background, he was expected to join the civilian workforce and fade into obscurity. Recent developments, however, have escalated as Kibbey launched "Breaking Good with Alvin Kibbey," a dual-broadcast classic radio show and podcast. His roster of guests include voices antagonistic to the Lewis administration, including Professor Dick Blinkin, anti-war activist Dr. Adele Burkhart, former Joe leader Dashiell Faireborn, pop star Satin, journalist Hector Ramirez, Nobel Prize winning scientist Laszlo Vandermeer, and others with first-hand encounters with Cobra prior to the Lewis administration. Lewis himself has ordered an investigation into how to shut down Kibbey's show without raising public suspicion.

"Breaker flies under the radar. He likes to crack jokes, drink cheap beer, pull slapdick pranks, keep it light, but the man's ridiculously smart - he speaks seven languages, for Pete's sake. He always used to joke, when we brought guys like Mainframe onboard, that someday all that high-tech gear we used would crap out on us and then we'd all run back to him to turn the old radio system back on. And you know what? He's right. Now Alvin's broadcasting his interviews in multiple languages from secret locations across the country, poking that bear, and none of the streaming services are willing to shut him down because his ratings are too good. Breaker's here to troll Cobra and chew bubblegum, and he's all out of bubble gum.

Is Breaker doing coded messages within the interviews to coordinate the various cells?
100%. I meant to include a line about that in there but it's kinda funnier if the focus on him is 'this week on Breaking Good we have NOTED Cobra antagonist so and so on here to give us their favorite holiday drink recipe and talk about how Cobra Commander stiffed them on their contractor bill."

Okay, thanks to @Ru1977 tallying them up I know I'm 2 cards from 50. Gonna write those up tonight so we can hit 50 by December. The unwritten requested characters so far are:
Falcon
Storm Shadow
Gnawgahyde
Falcon
Mutt & Junkyard
Night Viper
Night Creeper
And my own addition to the list is Dial Tone

I definitely can work with this list but feel free to shout out more requests, especially troop types, those Viper cards the other night were a hoot to write up.

I'm also gonna go back and stealth-edit Crystal Ball and the Ghost Vipers to be tied to a location out of Lovecraft instead of the Himalayas - intended him to be tied to Cobra-La but I think I want those separate.

Fucking awesome. MAN this needs to be a comic or cartoon like nobody's business.

Nice, I'm so glad you're keeping track of the requests because I was not.

I would like a Night Viper card, but not until you have him in hand heh.

Awesome, really glad revisions are an option. I'm slowly learning my new software so next weekend I want to hit the ground running and do as many as I can before my wife knocks me out of my chair.

Code Name: Night Creeper
File Name: Various
Primary Military Specialty: Field Intelligence
Secondary Military Specialty: Covert Operations
Birthplace: Various
Rank: N/A

As far as any official documentation is concerned, the Night Creepers did not exist before the Lewis administration and do not exist now. There is no official contact between the administration and these rumored ninjas for hire; it is this office's official stance that the Night Creepers are a rumor, nothing more. No more realistic than the Jersey Devil or Santa Claus. Unofficially, the Night Creepers are Lewis's personal hit squad - their capabilities go far beyond being storybook ninjas, weaving advanced technology alongside financial and business acumen. They are currently assigned on an ad-hoc basis when a nest of former Joes is identified as both a hit squad and a burn unit intended to decimate any financial or communications support these Joes have.

"Depending on your point of view, they are either an abomination corrupting the very idea of what a ninja should be, or a perfect modernization of the role, in a society where destroying a man's portfolio or career is no different than a poisoned cup or needle in the jugular. They bring woe and shadow wherever they go. But there's no honor in it, no tradition, no pride. I know I am a killer but I do not take joy in it often; every Night Creeper I have ended has warmed my dark and lonely heart. They are everything I never want to be."

Code Name: Night Viper
File Name: Various
Primary Military Specialty: Night Infiltration & Sabotage
Secondary Military Specialty: Infantry
Birthplace: Various
Rank: Viper Mark 3 (Specialist)

Unlike other members of the Cobra ranks who have been granted clemency and/or new identities to work in the government, Night Vipers remain an "undisclosed asset." Believed to still be part of the Cobra mercenary organization under the direction of Major Bludd, there is in fact several cadres of Night Vipers operating on American soil. They hold no rank, are paid through several tiers of money laundering, and carry no identification. Their purpose: fear. Teams of Night Vipers have been utilized to break into and sabotage companies which have come out against the Lewis administration, silence would-be protestors, and in several cases, eliminate potential threats. They operate only at night, only in complete darkness, and always at the direct order of Lewis himself.

"These guys bring doxxing to a new level. They'll enter a business or residence, disable all recording equipment, wipe hard drives, set up explosives in private vehicles. and strangle family dogs as a warning to not mess with Lewis. Their training in the old days was the stuff of legends, never operating in daylight, perfectly training their eyes to pitch darkness, bogeyman stuff. The trick though is their strength is their weakness. I'll never forget the time Sci-Fi said 'watch this' and tagged one in the goggles with a laser pointer. That Viper never saw out of his left eye again..."

Not the family dog!
So, true story: my cutoff with watching/reading stories is harm to animals. Like in a horror story I can tolerate an obscene level of monstrous behavior. The minute someone hurts an animal? I'm out, that's my cutoff. I still haven't watched GOTG 3 because I know Rocket's friends have a very bad time. So if I write a character willing to hurt a golden retriever... he's a MONSTER!
