Well there’s also the fact that when this game was being developed the artists who were working at Capcom at the time were actively mining material from Marvel in order to get their characters looks just right. Hell in MvC2, Psylocke’s character model depicts her with her crimson dawn face tattoo, which all but cements here in that period of the late 90’s, when all of her prior character models don’t feature that tattoo. Similarly, the Hulk model is based on the work of Gary Frank during the time when Banner was in his Professor Hulk persona, and despite the fact that hulk reverts back to his savage hulk persona following the onslaught storyline, they never change his character model until the 3D era with MvC3.
So yeah it’s why the characters look the way they do in these games. It’s not necessarily just as simple as Bengus taking the designs of western superheroes and giving them a manga influence, but also actively incorporating contemporaneous designs from current comics from that period as well as doing the same for new characters that were incorporated into the roster.
The only real glaring exception is the fact that Spider-Man is Peter Parker and not Ben Reilly, who was actively wearing the webs at the time of these games releases starting in 1995, and Gambit was killed off in comics around 1997-2001.
