After Rexford Lewis took office, the Techno-Viper Corps were split into two units. One half remained active with Cobra under Major Bludd's command; but the other half, selected for intelligence, creativity, and the ability to think quickly on their feet, were provided with new cover identities and then sprinkled into an astonishing number of roles across the country, from bridge builders to civil engineers to cell tower installation and even to less overtly technical but still pivotal infrastructure work like roads and sewers. That Lewis has created by placing these agents in positions not of power and authority but rather of access is to create a lever with which he can move the world. Should anyone threaten his authority or call the legitimacy of his presidency into question, these Techno-Viper sleeper agents can unravel basic services or create disasters where a strong leader is needed to keep the country safe.
"The old-school Techno-Vipers are still a pain, out there in-country causing problems wherever Cobra is still active. It's the sleeper agents that scare me though. Lewis knows at some point people are going to catch on to what he's doing, and when that happens, he needs a break-glass-in-case-of-emergency red button to push. And so he's got guys who, hypothetically, can disrupt the New York City sewer system. Or shut down I-90. Or disrupt cell phone service in Los Angeles. And he could flip all these switches at once, or pick and choose what will benefit him most to distract the public attention and make him look good - because he doesn't just control the ability to cause the disaster. His people can fix it, too, and make him look like a hero. The only thing we have going for us is Techno-Vipers are highly skilled engineers. They are not secret agents. We just need one of them to make a mistake so we can expose the whole operation. But if Lewis is good at one thing, it's the art of domestic terrorism, and now he's got the entire country in his pocket."
