You're pretty damned close to how I see him. Zartan in my section of the multiverse is a trickster figure - and tricksters could be malevolent, murderous fuckers, but that's just their purpose in the universe, not evil. They're chaos. Zartan falls into that blue-orange morality scale where black and white doesn't exist.I feel like within the world these cards have created, and don't let me speak for you here, Zartan is like a Chaotic Neutral version of the typical Neutral Good Robin Hood. 'Rob from the rich and feed to the mostly just me, but I'll share if I feel like it, and have time, and there's extra, and it benefits me.' Zartan was never -evil- as much as he was of a type and morality that could not exist in the 'lawful' world G.I. Joe represents, so he naturally had to fight them. Even if Cobra grossed him out a lot of the time.
We did it everyone. Mission accomplished. We bullied Doc into doing Zartan.
