The third with Outback and Falcon could be Psyche-Out. Psy Ops training then he can reasonably talk people in the states that Outback bailed over the ocean.
That is a very solid pick. I've been avoiding characters who haven't shown up in Classified so far just as a way to self-manage my focus but I've broken the rule at least a couple of times so far.

This man's file is a collection of hearsay, conjecture, and outright lies. He has more aliases than we can name here, and none have been verified; it is believed he simply makes up names on the spot without regard for espionage or cover. His birthplace is rumored to be the Florida Everglades, the Amazon Basin, or a Mediterranean island. It is also possible none of these are true. He currently owes gambling debts not only in the U.S. but also as far as Monaco and Japan, primarily from betting on his own races. It has been recommended on numerous occasions that the Lewis administration cut ties with this individual for security and PR purposes, but Lewis himself continues to find him personally useful.

"Cobra Commander cut ties with the Dreadnoks upon taking office because they were an unmanageable crew of chaotic, dangerous anarchists he could not control. Copperhead is anarchic and dangerous, but he is a man Lewis can keep under his thumb by leveraging his gambling debts. Copperhead is, in Lewis's own words, a 'useful idiot.' He has been given nominal command over the remains of the Python Patrol, though day to day operations are managed by a pair of former Cobra officers. Meanwhile, Copperhead himself is utilized as a smuggler of guns, drugs, and illicit tech Lewis needs kept off the books. Should he become a problem, the Python Patrol remnants have permission to put him down like a dog, but for now, he remains more use alive than dead."
 
Everything in his file cards say he's a failure at life, but he can pilot watercraft like a demon. I like that in a one on one situation, he's probably pretty dangerous, but also probably consistently running for his life.

Subject begrudgingly accepted early retirement with the disbandment of the GI Joe Unit. He is, of all the disavowed Joes, perhaps the one who followed the path most likely: he was swiftly offered a role as Chief of Emergency Medicine at Massachusetts General Hospital and began teaching part-time at Harvard Medical School. He is a minor thorn in the side of the Lewis administration as an outspoken advocate for universal healthcare, and considered a flight risk as he prepares to do work with Doctors Without Borders, but all of this has also put him in a position too high profile for Lewis to do more than spar with him on policy. It is our belief that Greer will be the first man disavowed Joes turn to if they are injured in their covert anti-government activities, and so he remains under constant surveillance.

And he sees so much pain right now, and he's as angry as I've ever seen him. Would we rather have him there to patch us up as we make our moves against Lewis? Yeah. Subject was of particular interest during the disbandment of the GI Joe Unit - as the team's key cybersecurity expert, his knowledge of the team's information management system was unparalleled and thus concerns about what he might do with that knowledge made him a high-profile surveillance target. Military personnel with cybersecurity experience are highly sought after in the private sector, and Parker immediately received staggering competitive bids for his talents upon retirement; the Paoli brothers even attempted to recruit him for one of their shell companies through an intermediary. Parker, perhaps unsurprisingly, struck out as an independent contractor/consultant and is currently traveling the country advising organizations on information security. The one client he has refused to consult for, however, is the Lewis administration.

"If you ask anyone, the most dangerous Joe is Snake Eyes, but if you ask someone smart, the SECOND most dangerous Joe is Mainframe. We're in the information age. Knowledge is key, and data can kill you faster than a bullet or a blade. Mainframe built our tech. He knows how the guts of our system works. And he can get past any endpoint protection you throw at him. He understands malware like he's some kind of code whisperer. So now he's hung a shingle and is actually protecting organizations not from Cobra but from the Lewis administration itself and its own teams of hackers. Is what Mainframe does nerdy compared to our ninjas and pilots? Sure, yeah. But he's walking into the lion's den every time he goes out in the field, sticking his hands in the cyber-guts of the world, and knowing too much is a dangerous thing. And yeah, he's helping us out, too, because he knows all the backroads on the information highway. And man, he's even patient when Hawk forgets his password and locks himself out of his own account three times in one week..."
 
I like the possibility that Mainframe is the Micro to Snake Eyes' Punisher. Keeps him updated. Lets him know everything that's going on. Puts him in the right positions so he can act where needed. Mainframe can't take out enemy positions or rescue Joes about to get hung out on his own, and Snake Eyes can't do it without knowing where it's going to happen. So they need each other. And Mainframe helps KEEP Snake off the radar and out of any surveillance systems. "Why is it the only time we can ever get a perfectly clear drone shot of this guy, his face is still blurry?! I can count that wolf's goddamn teeth with this image, but can't make out this asshole's face."
 
I picture Hawk being the dignified dad though, like he stares calmly and in absolute despair as he realizes he can't remember his password AGAIN, sighs, hands on either side of the keyboard, til someone walks in, sees him, and says "forgot again?" "...Yes." "Should I call...?" "Yes. Please apologize to him for me. Again."

Whose file card calls out that he's not some soft desk jockey but a fully capable infantryman, too.

I kinda want to loop Agent Helix into this, too, because her bio/background as it is now is kinda "generic coolgirl techninja" but I think she'd be scarier as being extremely tech savvy.

And the later comics added several tech characters as well. Hopefully Hasbro does a couple so Mainframe's workload is lessened.

After the election, Rexford Lewis cut ties with nearly any Cobra operatives who could be in any way tied back to illegal activities. By all accounts, Firefly was one of those agents, though in his case, he was never a full-fledged member of the organization - his fees were always paid in advance to a numbered Swiss bank account and was in the truest form a freelance operative. His work simply aligned with Cobra's and the relationship was mutually and financially beneficial. Unofficially, Lewis still makes use of Firefly's extensive skillset - Lewis believes that a frightened populace is a more easily controlled one, and Firefly's precise and impeccable work is used surgically to create discomfort and anxiety on American soil, and Disavowed GI Joe members make for easy scapegoats for Firefly's work.

"Cobra Commander has many flaws, and one of them is the belief that enough money will maintain loyalty. His plan to use Firefly to raise false flags upon which he can blame the Joes is, on paper, a brilliant strategy. It offers a chance to turn the public against any GI Joe operatives who dare to make a move against him, turning heroes into bogeymen in the night. What 'Lewis' fails to understand, however, is that the GI Joe team was too successful for too long. This isn't professional wrestling. In a good Hollywood script, if someone is going to commit a heel turn, it has to be logical, believable, and sincerely felt so the audience feels betrayed. Painting men who served their country so bravely for so long into cowardly mad bombers and arsonists is a weak plot device from a third-rate hack of a screenwriter. Now, if Lewis can capture one of the Joes and make a public spectacle out of a confession, he might get somewhere, but until then, Firefly remains fireworks to distract the rubes, and Firefly himself remains not a loyalist but a mercenary available to the highest bidder."
