I produced a feature film about 15 years ago and knowing what it costs and how big a lift it was to produce and direct a romantic comedy with a core cast of four and no special effects, I can imagine the money pit a post-apocalyptic military action movie would be.
(True story: the worst day of my acting career was on a set with poor stunt coordination during a car chase scene. Three other actors said if we went for another take they were going to quit on the spot, and the police officer acting as a consultant left the set and said he didn't want to be there when whatever bad happened actually happened. Ah, indie film scenes in the early aughts, how I miss you... but they did teach me how to do a "movie cool" reload trick on a pistol so that was fun.)
