I'll say, at least in my area, Dollar General is a setup that knows it's the only place people on low-income can afford, and it acts accordingly. There are multiple large grocery stores within 5 miles of every Dollar General near me, and there are at least 3 DGs in my city. They cater to extremely low-income families and college students (usually international college students who often live 4+ people to a 2 bedroom apartment). For those folks, there's nothing cheaper, and so DG doesn't worry about being even a passable store outside the bare necessities.
And it's not even that they're that much cheaper (because by volume, they generally aren't), it's that they know the folks shopping there get paid weekly or bi-weekly and don't have enough cash on hand to shop further in advance.
