For the Collector, Korvac would be cool. And even though he didn't create those two characters, a Collector/Korvac two pack would be a nice tribute to the late Jim Shooter, I think.
Grandmaster? Well, this may be problematic because of rights issues, but Hardcase from the Ultraforce/Avengers crossover would be cool. Yes, Marvel has the rights to the Ultraverse characters, but ... there are apparently issues with contracts to creators and royalties that would have to be paid. So we should not hold our collective breath waiting for any of the Malibu characters.
Other than that, the only other option I can think of for the Grandmaster in a two pack would be another Elder of the Universe, one of his brothers like the Gardner or the Possessor. Or maybe a sister like Lady Carina Korvac.
Given my championing for anything JLA/Avengers, Grandmaster is one that I'd love to have.Grandmaster and Collector have much bigger profiles now thanks to the MCU. And Grandmaster has a comic accurate look as the main character bringing heroes together in one of the Marvel mobile games, I believe.

To your comparison question:On which note, I don’t think enough fuss is being made over the Starfox/Champion set having 2 entirely new to 6 inch comic characters in it and nary a rehash. Given how used we are to re-dos (both welcome and unwelcome), that’s seriously awesome. I had a bit of a look and about the only other examples I can find in recent years are Mr Negative / Demon Henchman (and the latter isn’t really a distinct character) or the Franklin / Valeria pack (and you could discount that if you’re counting the old Toybiz Franklin pack-in).

Drax/Moondragon I'd put in a similar category - while not technically Drax's first comic figure, it was his first non-modern figure, and worth calling out as a great pairing.
- Nighthawk/Blur would count, since that Nighthawk is his own character.
