Here is my stab at a bio for Dr. Brainworm, with massive thanks to

Brainworm first gained notoriety as an anti-environmental lawyer,
before promoting public-health conspiracy theories across the internet
that much of society mistakenly accepted as fact. What really made him
infamous, and convinced Cobra Commander to not only recruit him but
put him in a position of power, was when Brainworm’s pressure toward
vaccine hesitancy gave rise to deadly measles outbreaks in several
Pacific Island communities. He is not a doctor in anyway and has no
scientific expertise whatsoever, but proudly spreads medical
misinformation around the globe. In his spare time, Brainworm also
enjoys experimenting on bear and whale carcasses, but no one knows why
or to what end.
Brainworm suffers from spasmodic dysphonia, an organic voice disorder
that causes his voice to quaver and makes speech difficult. It is a
form of involuntary movement affecting the larynx, related to
dystonia.
Brainworm’s biggest competition in the Cobra Organization is Dr.
Mindbender, but as far as actual, practical and executable science
goes, the rivalry is one-sided. Mindbender is annoyed by Brainworm
because ‘the inept idiot’ has never really put the work in, and speaks
with what sounds like a bad Katherine Hepburn impression. It’s open
for debate which man is more dangerous.
I'm actually thinking, if they ever do a retro or any other solo-release version of any of the HISS haslab crew, that may be where this gets used for me. The HISS driver etc uniforms almost look kiiiiiiinda like Cobra scrubs to me.
