both literally cost Hasbro pennies which makes me think they have some unofficial rule about just how much stuff they're allowed to include with one of these. It might not be a case of "Making this extra hand puts us three cents over the budget" and more "we're not giving this character two heads, three sets of hands, and fire effects - that's too much." It got cut somewhere, marketing probably isn't even informed, and you get what you get.
I think this as well. Lately GIJ Classified had a similar issue, where one accessory-loaded figure came with a pistol holster that holds a silencer but didn't come with a silencer. Another figure coming out around the same time came with a silencer but nowhere to store it. Just a hunch but I considered it the lead guy's way of saying, "this is the best I can do." Just imagining how much worse the ML team has it with Disney involved is enough to make my head spin.

What I don't get, why did they give BW fists + splayed hands, with no gripping hands, and not just do that with Rachel Summers? Very clear that whoever made that decision has no idea what their customers want.
 
I also find the comic book as a feature strange because they'll throw in Cyclops optic blasts in several varieties, or loads of guns and effects. I know Rachel has the huge new wings, and Surfer has the board, and Beast is new, surely the two hands can't have been a deal breaker after eking the Widow reuse.
 
I genuinely think the most likely explanation is a mistake/miscommunication between prototyping and product - or, it's at least as plausible as some bean counter stepping in and taking things away from the product at the last minute.

Do the minicomic waves actually come with fewer hands than a normal wave? It seems more the exception that someone gets 3 sets of hands, rather than the rule. Which itself is silly, because the hands are miniscule and add a lot of expression to any figure, but it's pretty standard across the line.

Hands are hard. Like rocket-science-hard. Remember when they did Squirrel Girl with a moped? And they gave us fists and splayed hands? But which hands would have been really useful in HOLDING THE HANDLE BARS OF THE MOPED SHE COMES WITH SO SHE DOESN'T FALL OFF? Poor Todd is over there wondering if Superman should have two fists or one fist and one trigger hand.

I don't know if these toy designers are cut out to make these hard decisions. I mean, I wouldn't give my kindergartener my third grader's math homework. I'd be setting her up for failure. Let's cut these poor souls some slack. Hands are hard.

Now I'm picturing the Hasbro design team as they go about trying to drink their morning coffee, attempting to pick up their mugs with trigger finger hands and spellcasting hands because they don't know how to grip.
 
I forgot that I actually came here to wonder aloud if maybe Firestar's fists would be close enough in color to match Rachel? Seems like maybe Rachel might be a little deeper red but it's hard to say until they are side by side I guess. There aren't many red-fisted Legends girls that I can think of.
 
Surfer shouldn't be able to hold his board with one of those grip hands, but since the board he comes with is so small, thin and cheap, he might be able to.
 
What are the odds these come out early like literally everything else Hasbro has done? Like, I know some people have(?) Hope in hand already. So does that mean theyre hitting soon? I really want that January date to hold, even though they are cool figures.

No way they wait until January. I'd guess we will start seeing them late October/early November. Xcorpeo is usually about a month ahead I think.

Absolutely - Astonishing (for me) is the team that went into House of M and Civil War... which is the core group from the first whatever it was 10 issues. If the 2 pack and this new Beast sells out, it would be nice to get a new Danger and Armor (which is definitely a candidate for a Made to Order.)
