I think it came from one of the novels? Which were later, maybe even AVP novels? After the dark horse comics but before the AVP movie.

I have confirmed that yes, it was the 1994 novelization of the original Dark Horse AVP comic series by Steve Perry.

It really does seem like it could be a modern update of a toy line that existed in the 80s.

Rambo, most especially, would be a welcome addition. I took a WWE Mr. T figure and put the head on a wave one Roadblock, and now I have BA Baracus as a member of my Joe team. I love stuff like that, so I'd totally be down for other fictional characters to be in the Classified line.
