They're thinking something. Until we hear their explanation I trust them because Legends are one of the most kid-friendly, durable toys my kids have ever played with. My kids are what got me into this hobby; I bought my son an Apocalypse wave Wolverine and was so impressed with how far the design and engineering had come that I started buying them myself. You can throw most Legends figures across the room and they're fine, and my kids have done exactly that and worse many times.

My own use case may be exactly what they have in mind. When I started buying Legends my kids were three so I never gave them accessories. I started letting them have them around age 5 or 6, but they were still a bit rough with the figures at that age so I've always loved how durable they are to rough play.

It would cost them less money to do it right, since they would require less plastic.

Their molds and assembly process are made to do it one way. Changing that is what impacts the cost. The difference in the amount of plastic as far as cost goes is little more than a rounding error.

But if you're building n new mold from scratch, the difference in the sculpt and assembly cost would be quite literally 0.

Agreed. Legends are nice and durable. I have always felt safe letting my kids play with them. Same with Transformers and Star Wars. All Hasbro figures. Nothing else is as durable. Maybe Mattel’s Masterverse.

Personally, I’d hate to lose that durability.

If they were doing a completely new sculpt, then yes, no difference. However, when they do new sculpts they likely are mostly referring to what we can see. Internal components like dumbbell joints probably are not part of that since they're injected with different plastic and are on a different mold with other hard components. They would eventually pay for themself over time, but so would female legs with boot cuts and they still opted not to do that for X-Factor Jean. Every time the Legends team probably wants to cut steel they have to get it past the bean counters and it's probably not a battle worth waging for them because it's not likely to increase their sales at all.

However, they do love to have somewhat niche things to market so maybe a future Maximum figure can incorporate a worthwhile double ball peg at the head that they can sell to their more dedicated fanbase? We got a Hulk that can play pat-a-cake, so why not a Wolverine that can look up without a big disc in his neck?
 
So how is this web supposed to work? It obviously is being fired but I can't see that it ports in anywhere? Am I missing something obvious or is this just poor design by the Legends team.

There is a port there, but it's hard to see due to the fact that it's so white. MCUCollector24 made the same mistake you guys did in his review. He initially said there was no port, then he added a bit at the end of the review noting that he did finally find it. Here's mine using the port:

Allright, I haven't really paid too much attention to the Maximum series as I've been trying to be of the mindset that if I'm satisfied with a particular version of a character why replace it. I may eventually cave on Spidey, but will probably pass on Hulk as I feel it isn't that big a step over the 80th Hulk. However, I have a mad mans dream that the third release will not be somebody like Cap, Ironman or Wolverine (which I have a feeling it will), but somebody like modern Shang-Chi or the king of long overdue in my book, Yellowjacket.

A superarticulated Yellowjacket packed with blast effects, a mini Wasp, a swarm of insects, a blaster, angry face head, cocky face head, stern face head, Ultron de-activated head? Come on son!
 
@Spongyblue It's certainly not confirmed but has been rumored multiple places that the 3rd Maximum figure is Deadpool.

With that being said, it's hard for me to see them significantly improving upon the 2-pack version that came with Hydra Bob, but that seems to the common rumor, for what that's worth.
