Is the electronic Battle Cat supposed to roar in the package? Or is there a tab or something you remove on opening? I thought it would just work but that doesn't seem to be the case.

It doesn't work in the package. I don't know why, because it says "Try Me' lol. The electronic power sword is that way too. But they all work once you open them.
