Seconded. I just grabbed a 20 buck one at the Depot. It exists solely for toys and it does it well.

Make the 20 bucks back just doing knockoff XCorpeo vids on YouTube milking the exact same Mods for every figure ever.
 
Well you asked about sanding the nubs off the leg pegs, so I'd assumed you'd want sanding attachments. I got a more robust one that doubles for home maintenance / repair use for $65 years ago that came with all sorts of attachments. Even if you buy a more basic one you can get the attachments on the same aisle the dremels are sold. In your case the cylinders covered in sandpaper would probably make the most sense.

I finally worked on a 3D printed resin head the other day and need to shave down the underside of the hair to make it fit on the host body. Instead of getting out my dremel, I decided to just go at it with an Xacto on a cutting board. I now have little chips of resin everywhere, but I was too stubborn to just stop. Thankfully, none of those pieces hit me in the eyes.

I haven't been creative in so long I didn't want to risk losing the motivation. And now the head almost works.
