The Lewis administration disavows any connection with the terrorist organization known as Cobra. Under the leadership of their new commander, Major Bludd, Cobra has long been considered a terrorist organization. That being said, it is the hopes that the Lewis administration can broker a peaceful solution between the revolutionaries and disillusioned men and women who have become part of Cobra - no one is beyond redemption. [Private note: while various Viper specialists have been moved to roles in the U.S. government to strengthen Lewis' position and power base, the rank and file Cobra troopers, lacking the skill, intellect, or specialization to be trusted in such roles have remained under the command of Major Bludd. We are aware that many, in fact the vast majority, of rank-and-file Cobra troopers are American citizens and we are working to square the circle with acknowledging them as engaging in international terrorism while softening the image of Cobra to allow the troops access to American soil.]

"It shouldn't be funny, not really, because a lot of the guys who enlist with Cobra are bad dudes who are looking for an opportunity to prove their manhood by hurting people, but there's a sort of pathetic comedic irony that most of them have been abandoned by Rexford Lewis as he ascends to the presidency. Rumor has it they teeter on open revolt, especially because the more disciplined, more capable mercenary's in Cobra's employ have been ferreted back into the U.S. to work as agents of the administration. We had some hope that these buffoons would revolt against their paramilitary masters, but as is often the case, any rising anger can be assuaged with some sweet-talk and a small pay raise. In any event, the longer we can make sure none of these men are allowed back into the country the better, and Lewis will have to thread the needle if he wants to allow confirmed Cobra agents into the country at scale."

Of course President Lewis is aware that Cobra has operatives on U.S. soil. It is our intention to apprehend these men from where they have been embedded in our society and rehabilitate them if possible, incarcerate them if not. The Lewis administration plans to succeed where his predecessors have not, rooting out evil to create a more perfect union. [Private memo: We don't know who leaked the intelligence briefings about embedded Cobra agents prior to the election, but we want them found and quietly disappeared. In the meantime, begin setting up scapegoats - the public is easily duped and a few arrests of falsely accused Cobra agents can elevate public confidence in the administration while leaving our plants in place for future benefit.

"While the majority of Cobra officers are frontline bruisers, it was common practice before Lewis recreated himself to have Cobra officers embedded in defense plants, nuclear power facilities, and any number of locations and roles that could provide Cobra intelligence or access to delicate information or armaments. These agents were not removed after the election, by design. The media got wind of this and now the Lewis administration finds itself in a bit of a pickle - root out and remove the Cobra moles, deny their existence, or create a distraction so the officers can stay under their civilian cover stories. The latter is the most likely move, and it will make rooting out the entire administration all the more difficult. In the information age, knowledge wins wars, and Cobra did a fine job long before Lewis was elected to build that particular pipeline."

The old Officer card actually mentions embedding them in important positions which really jumped out at me. For the troops, I was like "someone's not going to get that cool job to push people around they wanted when they signed on with fascism," and who better than the common dumbass who'd enlist with Cobra to be left behind?

We admire his tenacious pursuit of narcotics dealers and his relentless investigation into the disappearance of his brother. But he simply must follow the rules of jurisdiction and international law - we already must content with the lawless terrorism of those former GI Joe veterans who have turned against America; we simply cannot have foreign agents arresting people on U.S. soil, no matter how much they might deserve it. [Internal Memo: Tell Headman to fix his own messes. He created his own problem when he crossed Luna Mendoza; he needs to be the one to end it. That being said, we authorize material support in this endeavor provided it cannot be traced back to us. We simply can't have this man looking into our dealings with our underworld contracts.]

"Here's the thing you need to know about Sundown: you can only take so much from a man before he won't take it anymore. And Alejandro's had damned near everything taken from him. If you leave a man nothing to live for but revenge, revenge is what you're gonna get. And he's good. A skilled enough tracker that Spirit respects him, a hell of a shot with those revolvers, and an absolute hellion if he has to get up close and personal with you. Plus he's our contact for moving Joes undercover into Mexico to escape surveillance, while we help get him into the States to run down leads in Headman's organization. If we know one thing, it's that when all this Rexford Lewis stuff comes to a head, it won't stay contained in the United States, and we need allies everywhere if we're going to win."
 
Fuck. Fuck, man, this is such a kick-in-the-pants of a return to the game. It's one of those "well, man, all the moves are so obvious", but that's in retrospect. Sundown hits all the right beats and proves your break cost you nothing.
 
Thanks guys. I realized over the weekend life got very... difficult very quickly the past month and I just stopped writing almost at all and I missed doing these cards. Actually, honestly, taking requests to help me get back on the horse if there's anyone I've missed!

Animal cards would be great! And if you want to go really crazy pick your favorite vehicle and do a write up from its point of view hanging out in mothballs and being called back into service.
