Honestly I think there is a not insignificant chance that some characters will only ever get one release. Not saying Chuckles will only ever get one release, but the modern history of Joe is littered with characters who only got one release (at least updated ARAH figures). Thankfully Classified seems to be doing well so I imagine a good number of characters we only have one release of should get another release. Here's a rough list of characters/figures with limited release/use. Also a couple of wants, I'm not talking about parts reuse, just general characters mostly, it's a bit loosey goosey so feel free to add/subtract if you think it is needed:

HISS Driver (I know, I know HISS Technician but how about a retail release?)
Female HISS Gunner
NF Ripcord (there has to be a regular version coming right?)
Wild Weasel (the Gunner is technically reuse, but more people need to get a Wild Weasel)
Pilot Baroness (another obvious reuse coming with first appearance Baroness)
Proper V2 Roadblock
Cartoon Major Bludd
A more widely available Serpentor (which seems to be coming)
Snow Job (duh)
Valkyries (I guess the Cobra Pilot could be an adjacent Valkyrie, especially with the flying motif)

I agree that a lot of characters might only get made once, but I just think of Chuckles as an SDCC exclusive would be such an easy money maker if they stuck him in his animated series shirt color scheme and put him on a retro card... and you know a lot of us are suckers and would buy a Night Force version, a Magnum PI homage version... he specifically feels like a license to print money every other year or something if they wanted to. (if we got a repaint of the Mole Rat...)
