First Crystar, then ROM... Who's next?

The sheer list of Micronauts I want is big (pun intended). At minimum I’d like to see:

At minimum. Sure it’s likely a dream, and I’d take others, and they’d be bonus. So, I’d definitely be excited by a Micronauts announcement.
 
I'm pretty sure there is no licensing issue with Bug. Marvel owns that character outright and can release him in Legends if they so choose. The same is true of Marionette. Baron Karza, Acroyear, Biotron those are owned by Hasbro and would require a deal Commander Rann is an interesting case. I believe in space costume as Galactic Defender belongs to Hasbro, but in modified comic costume and called Commander Rann he belongs to Marvel.
Hasbro also owns Rom, and they fit him into ML. Certainly there was some kind of deal to allow for it. Marvel likely doesn't care, since they get money for him. And Hasbro gets to promote one of their characters. I imagine the same kind of deal could be used for Micronauts. Like you said, Marvel owns some of them, like Bug, since they created them for the comic. Of the Marvel owned characters, I think only Bug is visually interesting and has any real appeal for a figure. Bug could also be make in his Guardians of the Galaxy uniform at some point. The only other Micronauts I'd really want are Acroyear and Baron Karza. Biotron would be too large and would have to be some kind of made-to-order figure.
I don’t know enough of these licensed characters, so my vote would be for Conan. One to match Boss Fight’s Red Sonja.

I’m kinda hoping Boss Fight (or anyone in that realm) could do John Carter and Dejah Thoris.

Conan seems an obvious possibility. And Red Sonja as well. The estate seems fine licensing out the characters to multiple companies, so it's just a matter of negotiating for Hasbro.

Marvel did publish a John Carter comic, so it's another possibility. I think the Tharks are the most visually dynamic aspect to the property, so I'd love to seem some toy company tackle them.

I'd like to see Warbow from Crystar at some point. Marvel also published Sectaurs, so I'd like to see a few of them. Toynacelle did a couple of Sectaurs figures, but they were essentially just retro figures with only a couple of minor changes. I'd like to see figures with actual modern engineering.

Dire Wraiths to fight ROM would be great. But they'd require all new tooling and have to be deluxe (or Build a Figure), so I'm not sure they'll get made.

Inhumanoids. Thundercats. Silverhawks. Tarzan. Doc Savage. KISS. Galaxy Rangers. Godzilla. Shogun Warriors. Dreadstar. Marshal Law. Groo. Alien Legion. So many properties published by Marvel or Star Comics or Epic over the years.

Godzilla and Shogun Warriors could be made-to-order oversized figures. But getting ~7" figures of them would be pretty neat as well. Certainly a lot have been made over the years but not ML/Hasbro style

So I mentioned a few Epic comic characters. I think those are all creator owned. I wonder if Hasbro would ever make a wave like that. Fan Channel only. Wave of a few Epic characters. Or even a single release here or there. Tim Miller (from Deadpool movie fame) is developing Alien Legion for Warner Bros. If it gets made, maybe Hasbro could get toy rights and make ML figures, as a movie would certainly give them more exposure.

They do indeed, but they had to work out an entire deal with Marvel to put ROM into the Marvel Legends line, since Hasbro can't just insert whatever they want in Marvel packaging. I am guessing the agreement to include ROM in Legends was included in the deal Marvel made with Hasbro to release the ROM omnibus books and include ROM on variant covers one month...

These entities HAVE to care because if you don't protect your IP rights you lose them. So both companies actually do care, I guarantee it.

Right... which is why I think the cleanest thing to do would be to release the Marvel owned characters in the Marvel Legends line, Bug, Rann and Marionette at least. And then have Hasbro introduce their own 6 inch Micronauts line that would be deliberately compatible with Legends but wouldn't require the licensing dance between the two companies crossing streams with their IP.

I think there might be some bad blood between Marvel and the Robert E Howard folks that might block that at present... but who knows

I'm pretty sure Nacelle now owns the Sectaurs IP outright, so it is unlikely they would license to Hasbro to make figures. Of course if the current tarriff nonsense drives Nacelle under, then who knows...

This is technically incorrect. While Marvel does own Bug and Rann. They weren’t initially created as independent characters. Rann was originally “Space Glider”, and Bug was originally “Galactic Warrior” Over time the writers phased out the toy names, eventually going exclusively to the character names. After using the character names for much of the run, the ties to the toys they were based off of, became negligible. So while Marvel owns “Bug” they couldn’t reference him as “Galactic Warrior” without re-establishing the toy connection, and the licensing issues there-in. The same goes for Rann.
Now there are characters they did create for the comics, that Marvel owns free and clear:

The '80s mini was okay. I like her contemporary appearances. I'm a fan of any hard-boiled pulp lady, and she would be cool with the other street level characters. Plus she's supporting for Daredevil and Captain Marvel. Just do it. And give me a comic Jessica Jones.

Well, Hasbro and Marvel certainly are in bed with each other, which made giving ROM a little push of attention easier. Hasbro dusts off a property they own buy haven't done much with it (other than that SDCC 4" figure), and Marvel revisits something from the late 70s/early 80s for some nostalgia stroking. When I say they "don't care" I just meant the property was dormant and it's a relatively small investment to revisit it and put it out in the public eye again. And Marvel "didn't care" about putting a property they don't own in their branded toyline because...well...because why not? He's not a standalone release. He's part of a wave of Marvel characters. So it's kind of unprecedented for the line to do something like that. Obviously decisions were made but Marvel was quite flexible on the decision.

So yeah...Marvel owns Bug and he can therefore appear in ML. While I remember reading Micronauts back in the day and maybe I'll someday revisit it, I highly doubt we get any of those characters you listed in ML. Again, Bug probably has a decent chance of happening. And I actually think Acroyear may as well, but I realize that's personal preference as I think Acroyear's design is pretty awesome. In fact if one figure was chosen to represent Micronauts visually, I'd go with Acroyear.
 
Marionette / Princess Mari probably has the best chance of being made, being one of the main characters of the book.
Huntarr has an interesting design, particularly his early look, and a fair fan following.
Cecilia was a strong presence in the books being Acroyer’s love interest, and an Acroyer herself.
Illyra was also an Acroyer, and Dagon (spoiler) masqueraded as an Acroyer
I’d agree that Acroyer, himself, Baron Karza, Bug, and Force Commander best encompass what people think of primarily when they think of the Micronauts.
