If they actually do this, the first two sets should be Serpent Society and Imperial Guard.
So many of them are basic bodies with no frills that can be made with existing parts with new heads:

Diamondback
Asp
Rattler
Fer-de-Lance
Black Racer
Slither
Coachwhip
Viper (Jordan Dixon)
Black Mamba - maybe. The classic version has snakes which they may not want to sculpt.
Sidewinder - maybe. His suit looks fancy but they could bare bones it.
Leaving Anaconda, Bushmaster, Princess Python, Death Adder and Copperhead out due to tooling cost.

Imperial Guard:
Impulse
Mentor
Smasher
Titan - regular size
Tempest
Electron
Neutron
Earthquake
Oddly enough: Warstar - maybe. The parts might exist for C'cil, but not B'nee
Oracle - maybe if they go with her original look with more conventional boots.
Midget is probably a no-go on the name alone
Leaving Manta, Hussar, Starbolt, Hobgoblin, Nightside, Astra and Magique out for unique tooling or serious paint aps

Dude slow down. These are ideas for low cost 3-packs, remember?

I would be all about getting some more D-Listers!

I would say to kick things off with a trio of Spider-Man villains...

1. Sin-Eater (Vulcan base body, Hawkeye boots, new Buckycap's forearms, Legendary Riders Punisher shotgun, new head and belt)
2. Vermin (Werewolf by Night body, new head)
3. Xandu (Blur base body, Spider-Verse Prowler cape, comic Wand of Watoomb, Hypno-Hustler glove overlays, new head)
 
Love this idea in theory, but it would be tough to see some of these longshots made if the "no frills" component compromises the actual figure. They've done a good job of getting more obscure characters made with all the requisite details, and I'd hate to start getting these guys who have one shot ever made in a half-assed way. Even a lot of the suggestions in this thread need sculpted details, accessories, or decent paint decos, and I'd rather see them done right if they're going to do them.

If the above is not a concern, then great! But in general, I'm not looking to encourage ML to start making MORE compromises.
 
First: IN A HEARTBEAT. I know that Spider-Man set with Razorback and The Fly wasn't a particularly hot seller but this would be a dream for me.

Second: There are so many characters they could do: Will O' The Wisp, Spot, Viper (the male Viper with the all-green costume), White Tiger, Eel (the 70s version in the original costume), Nomad, Nitro, Shroud, Unus, Her/Paragon, Graviton (just reuse the Nefaria head sculpt), Scrambler (just a suited body with a new head sculpt), Enforcer, Sin-Eater, Blue Shield, Vermin, any number of X-characters on the training suit body.
I think that was/is the case for most of the 5-packs they have done. They sit, go on sale, go on clearance and then on the secondary market they go up in value. So the same will probably hold true for this idea.

Not that they shouldn't do it, but I wouldn't expect the idea to last very long.

As for me, there are so many great ideas already listed so I'll add a personal want that realistically won't ever get done, but it could be done for cheap in this 3-pack idea. The Raiders (Iron Man villains). Specifically their look from the Armor Wars storyline.

After that start giving me more Iron Man villain packs with charcters both new and old (in need of updates). So Unicorn, Blizzard (my first one is a floppy mess and needs an update), Firebrand, Spymaster (the first one is still good, but an update would be nice), classic Living Laser, Melter, Brothers Grimm (not specifically Iron Man villains I know), etc.

I mostly went with characters that would fit the mold of cheap, easy, basic molds with minimal accessories.

... well, I came up with ten, just with Spidey, just off the top of my head. It struck me this would also be an amazing way to get us some civilian characters.

Good ideas. When I saw Cat I immediately thought Shen Kuei/Cat. He would absolutely fit this idea. Maybe with original costume Shang-Chi and either one of his MI-6 allies (Leiko Wu, Clive Reston) or enemies (Midnight Sun, Zaran the Weapons Master, Shockwave).
 
Another possibility for this line could be sprinkling in easy (but wanted) variants of existing figures: Mockingbird and Puck with full pants, Box in blue, Crystal in F4 deco, Morbius in blue, Angel in red with yellow gloves and boots (Angel in blue would probably be better served in the main line), Luke Cage with blue pants, Spider-Woman with full mask (no hair), Tarantula with black mask....*ahem* X-Factor Marvel Girl with yellow boots.

I know these characters have been done before and are better than D-list but maybe they add a little sales boost?
 
As much as I would love this, they’d require far too much new sculpting and tooling for what Dwight implied for this pitch. I think an MTO is their only hope at this point.
Yeah, some people are forgetting what Dwight said. No new tooling or pack-ins. So at most, we'd likely be getting new heads.

Exactly. Absolute bare bones. I don’t even know if he meant including extra hands at all. But I am still 100% here for it if it gets us some of the “easy” characters we’ve been suggesting for years.

I wonder if something like a Wasp 3-pack of different looks or a Kitty Pryde with different looks would work - not d-list but maybe they don't want to make multiples of some characters in the main line. And by different looks I mean repaints of the same body.

Some of them really would be so simple. Will O'The Wisp is literally just a Sentry head on a green Vulcan body with a white starburst tampo on the chest. Spot is black spots on the Zero body. Joseph and Cecilia Reyes are new heads on the UXM275 bodies. The original Viper is just the Eel figure cast in green plastic. And none of those characters need accessories or, really, even multiple hands.

And while those are D-List characters they're still Spidey & Captain America villains and X-Men members. There has to be some sales potential there.
