I know Neca didn’t technically complete everything but their cartoon line was already scraping the bottom of the barrel

Agreed. I don't think there was realistically much more to do for them that would also generate enough sales to be worth doing.
The only thing they could really do at this point is start re-making existing characters as upgraded/better figures. Like they started doing with stuff like Slash and Shredder.

Also worth noting that the license holder also wants to feel 'comfortable' with who takes on the master license. I can tell you with 100% certainty that some people in decision-making roles would look at a giant like Mattel with a board of directors and ten different operations officers and a 'facelessness' and actually feel better about it than a toy company named after the guy that is still actively running it mostly on his own and according to his own whims.
I'd be one of those people. Too many licenses flame out because the more boutique company that takes it on can't execute (The Hobbit toys, I am hoping not but maybe the Trek Nacelle stuff, Super7 with the Disney line). So if I'm the person whose job is to make money off the license for Paramount, confidence in the ability to get stuff to market that is adequate probably takes precedence over claims of making a great product that might not materialize. No one is going to question me if I go with Mattel or Hasbro if part of the contract relies on per-unit sales and global distribution.

Back on the Super 7 side of things, 3/4 of the Silverhawks wave hit my PoL and the lone Thundercat (Red Eye). I got arriving soon notices for all 4 Hawks, but not the Cat. Weird.

1000%
Within the context of 'we live in Capitalism,' you can't blame the several people whose jobs might depend on this decision for playing it safe.

In mine I only got RedEye in my POL... the Hawks wave didn't charge yet.... hmmm

Weirdly, for me it's *just* Melodia. While she sits in my Pile o' Loot, there's no mention at all on Hardware. He's all that's keeping me from hitting that "ship now" button.

Yeah... the motorcycle is a joke at that price... but most of Super7's vehicle prices are insane..

I will say I'm mildly intrigued by the Hun figure. I like the beefy proportions and simple design. I probably still won't preorder him

If they even stock many sets. These retailers have to be losing confidence in Super7 at this point, unless even they still make a few bucks on heavily discounted merch.
