He has a different upper torso with less striated pectorals and fewer veins.

I'll consider it. Mostly I just want the neon Green Marvel Superheroes Capcom game look. The heads on this version are remarkably better than "Maximum" (price) Hulk, and I don't think I could be convinced to buy that rubbery chest version. I may preorder it and if I decide I don't want it I can return it or sell it. I've just been noticing if I divorce myself from the hype and things I only mildly want I often find it on sale later. Not the end of the world, but I think being able to step away from assuming everyone wants the same stuff I want, it makes for a less stressful more enjoyable hobby; at least for me personally.
 
Smart Hulk is up on most of the retail sites. Curiously I recieved a text message from Entertainment Earth that said this is the latest Maximum release. That’s not the case is it? I thought it was just a deluxe figure?

Smart Hulk isn't out until AUGUST!??!! That's insane.

What is with this weird Hasbro drought? Everything feels so far away.

Yep, just appears to be deluxe, at a lower price than the maximum figures. Although, I don't really have any idea what the standard prices are anymore, this is somewhere above a regular release but below a two pack/maximum.

I guarantee you this is just a placeholder. Even under the worst circumstances it usually only takes on average 2-5 months with a bulk of those orders arriving on the earlier side

I ordered 1 on both Pulse and Amazon. I'm hoping for enough willpower to cancel the one that comes in later, but I kinda want 2 of them.
