I think the problem is that there are SO many AMAZING characters on this list, it’s agonizing having to choose only three.
Yeah, like Thor's supporting cast, the FF rogues gallery has been really neglected - there really are too many characters on this list that should have been made already. Legends has run so deep that it is really rare for a top 10 poll to have 10 truly viable options for me.

Agreed. Plus, they had the benefit of the movie this summer and did little with it. The movie figures were nicely done. However, why didn't they at least do the villains talked about in the movie (all of whom are in this poll) ?
 
Because Hasbro has a synergy issue. I think it all goes back to the infamous "comic vs film IP confusion" bs that various members of the Hasbro team have briefly mentioned over the years but none of them will explain what it means.
I asked all three of them point blank last year at SDCC 2024 if this was still an issue and they all said "no". I should have followed up with "if you know an MCU wave/product is coming to coincide with the film/TV debut, why don't you do a corresponding comic wave 2 or 3 months before or after said MCU release for synergy?"
In this instance:
-Do a few Fan Channel retro card comic FF villains in April/May.
-Release your FF MCU wave to all retailers.
Comic collectors get something. MCU collectors get something.
It seems like a no-brainer win-win for everyone.
