She first appeared in Hulk #265, along with Shooting Star and the Texas Rangers as a team (Texas Twister, Red Wolf, and Phantom Rider already existed)

The Rangers debuted in the Hulk's comic. It was a similar situation to how the Avengers were created. Since they were in the Southwest, they used heroes who were based in that part of the country.
