You have to remember that with GI Joe, Hasbro doesn't have to deal with Marvel. So they only have to serve 1 master, so if Hasbro wants something, they can do it. Hasbro may well pitch doing whatever they want to Marvel, but Marvel will have their own agenda and maybe want Character X pushed...
