Doing a true Colan Dracula is really going to be nearly impossible. In those comics he wears a big flowing cloak more than a cape over the tuxedo. Colan uses it to make it seem like Dracula often barely has form. Shifting in and out of the shadows, mist etc. Cloth goods will just look like a big waded up tissue. I suppose you could do something similar to DCUC Desaad for the arms and a big cloak open at the front like they did Reed’s lab coat.

Well they put X97 Rogue's torn halter top out as a soft goods, so nothing's impossible. It just may not be to the quality they you're wanting. After that there's always 3rd party options.
 
I don't think this particular type of cloak will look good with any soft goods and will be particularly difficult cast in soft plastic. I mean there's the #1 cover look which TB did but that isn't really a Colan Dracula
