Spot is the most obvious choice for this. I mean, you can't get much more simple than him! I'm baffled at how he hasn't shown up in the line yet!

Madcap, we already have his head, so they would only need to make a new half cape, and maybe a new gun.
Shriker, possibly just a new head, the rest, they could use existing parts to make.
Left Winger and Right Winger, possibly just new head sculpts.
Baron Brimstone and Dr. Faustus could use the hefty suited buck, and new head sculpts.
Big Ben could also use the big suited buck.
Bengal, just a new head, maybe, and possibly some weapons.
Nemesis from Alpha Flight, maybe a new head.
Man-Bull, a new head, on the Hulk buck.

For real. And the Spidey line has consistently shown that it’s down to clown when it comes to offbeat and wacky villains. Surprising they’ve yet to fill an easy line space with him.

Mar-Vell. Still don't know how Hasbro hasn't made him.

I know Jim Hammond was mentioned, but it'd be a waste to do anything that wasn't his powered down costume. At some point I want a new Human Torch with a brand new mold akin to the Diamond Select, and a Jim Hammond head would be a stupid easy inclusion.

Nitro would be so easy, just whatever big pinless body with new wrists, head, and a little chest thing.

Now that I’ve had a chance to think about it we haven’t gotten a solid representation of Spider-Carnage. The previous version was a half assed attempt thanks to a pair of talons and carnage head that came with that Ben Reilly Spider-Man from back in 2016. But we need a Spider-Carnage that has the increased bulk, the symbiotic tendrils that leech onto the surface of his costume. Now that we have the Classic KaineParker body that would make for excellent reuse
